A pretty Chinese woman seeking help from San Francisco detective James Lee Wong. Unfortunately she is killed by a poisoned dart in his front hall, only having the time to scrawl “Captain J” on a sheet of paper anymore. She proves to be Princess Lin Hwa, which was on a secret military mission for the Chinese forces fighting against the Japanese invasion. Mr. Wong finds two captains with the intial J in the case, neither being quite what he seems. There is fog on the waterfront and someone still have poison-darts…

Holy cow, Monogram Pictures was cheap, always recycling scripts. This is the same script (1939) they later used for Charlie Chan's "The Chinese Ring" (1947).
