The first five minutes of the movie showed police giving tickets for speeding, competing as to who could give more tickets, and one even got demoted by the sarge because he did not give a ticket! This was 1930.
It would have been nice if the person who posted the video took the time to tell us what it is about. Plenty of time to self-promote…
